I have to make a 1M Ethanolamine pH 8.5 for my immobilization procedure. Does it matter what solution I should use to adjust the pH? I'm planning on just using plain (diluted) HCL or NaOH depending on what the initial pH would be. Any suggestions?

You will have to use HCl. A 1M HCl stock for pH adjusting is very handy.
